Fishing Rod doesnt enchant with Level 1/2

I tried to enchant 2 different fishing rods with Level 1 and it didn´t work. Then I tried Level 2 and just with st least 3 Levels I was able to enchant it.
Other things like swords and pickaxes worked fine.
