Super Flat Generation Has Void Particles Above Ground (SSP/SMP)

When making a super flat world the void particles exist above the void and the sky is black when this should only happen in regular/super biome world generations.

To Recreate Bug:

Create a new super flat generated world (I did it with structures turned off)
