Fishing after two hours did not get any Lilly pads or other random loot with Luck of the Sea x3

After fishing for over two hours only collected fish two name tags and two saddles. Did something change with fishing that was not mentioned in the new version?

Was able to get Lilly Pads and other items in less then 30 min on version 13w37b. What changed?
