Creative Spawners in inventory

I really want to be able to make spawners, just like spawneggs, just real spawners instead of a clock running up to a dispenser which is holding lots of eggs in it. Then also you cannot create a 100% randomizer to that, couse you need random timings. And then also not only pigs, but every type of spawners (also zombies, skeletons, cows etc!!!)
