Particle effects view distance must be configurable

I think it's a good idea to add a option to select particles effects view distance. Now most type of effects a viewable only if player distance to effect is 16 (or less).
Some effect (fireworks, explosions) ignores distance and works fine. I think other effect view distance could be increased too (32, 48 or 64 blocks) and it must an addition option to configure the effects view distance in configuration menu.
