I downoaded the launcher both(.exe and .jar) and it gives me the file that i attached

What I wanted to do was open the launcher to login page for the first time but in never opened.
What actually happened was...:
Describe what happened here'
It download whatever it needs to download than open up to login page

Steps to Reproduce:
Might only be my computer
