Downfall does not stop with sleeping, and even with the '/toggledownfall' command.

What I expected to happen was...:
When I sleep, the rain should stop, and when not, use the '/toggledownfall' command, and the rain should go away

What actually happened was...:
Neither sleeping nor using commands worked. Rain will still continue to fall!

Steps to Reproduce:
1. Wait for rain
2. Sleep
3. Use '/toggledownfall' command
