Toggledownfall command not working properly

I wanted to do /toggledownfall for my intro. But, the world just started flashing uncontrollably. How to do it:
1. Go to a "Redstone_Ready!" world.
2. Wait until it starts raining.
3. Do /toggledownfall and have a seizure.
