Small dots in item frames and weird texture with anisotropic filtering on/off

1: View the 1st and 2nd screenshot and look around the potion.
it has little dots on it... which move if you move...
Settings do not matter (as long as anisotropic filtering is on)

2a: when in a world -> set anisotropic filtering from On to Off
View the 3th and 4th screenshot...
This is what happens if you put anisotropic filtering OFF.

2b: now relog and it seems fixed but then, when in the world -> set
anisotropic filtering from Off to On again
View the 5th screenshot...
It shows other textures...
