Entering fullscreen through F11 keeps the Fullscreen option in off state

What I expected to happen:
Pressing F11 would make the game enter fullscreen.
After going to the video settings in the options menu, it would say "Fullscreen: On"

What happened:
I entered Fullscreen through F11
After going to Video Settings, it said "Fullscreen: Off"
