/gamerule commandBlockOutput doesn't work

I have a command block that repeatedly changes the weather to 'clear'. /gamerule commandBlockOutput was false. When I loaded up 13w39a then it repeatedly said "Changing to clear weather." I typed /gamerule commandBlockOutput false and it kept saying "Changing to clear weather" when it was not supposed to.
