The command /gamerule commandBlockOutput false does not do anything

basically when i was making a teleportation system with command blocks and i used /gamerule commandBlockOutput false and it didn't get rid of the messages that command block make in chat

I use this command all the time so i know that it removes the messages command blocks make when they do a command other than /say

It didn't get rid of messages that command blocks make in chat

Steps to Reproduce:
1. Place a command block
2. Write a teleport command
3. Do /gamerule commandBlockOutput
4. Activate the command block
5. The message should appear in chat still
