Shaders Not working for me/ only getting sounds with super secret button

At first thought the problem was the build I was using, but after updating my drivers, java, and deleting and re-installing all 13w38x versions as well as the assets folder in .roaming/minecraft/.bin problem persists.

I should note that in the 38a build I do have the post processing option, but even when on nothing changes. also, I was able to edit my options folder to accept 16x anisotropic filtering, and the game will accept that, but if I change it in game, it reverts back to two levels. My Graphics card can handle 16x anisotropic filtering.
