Cannot scroll down in Creative Inventory in materials and combat

*What I expected to happen was to be able to scroll down in the Combat and Materials tabs in the Creative menu.

Steps to Reproduce:
1. Go into Creative mode
2. Open Inventory
3. Click the Combat tab
4. Try to scroll down
5. Click the Materials tab
6. Try to scroll down
