Middle-Clicking on the block will not put it into the hotbar

What I expected to happen was...:
Middle-clicking a block in Creative will put the block in the hotbar

What actually happened was...:
Nothing was put into the hotbar

Steps to Reproduce:
1. Go to any world in 1.6.4(Official Version)
2. Middle click on any block.
