Nether Portal Generation

Traveling through the nether, creating a portal to explore distance areas previously generated a portal in a cavern or some place low when out in the ocean. When in the deep ocean it generates way high up in the sky. Not sure if this is a bug or a change in how the portals are meant to generate.
