Setblock problem

I have over and over problems with the new setblock command. The block spawns at the wrong coordinates even if i use the 'In relation to this block' aka ~ ~ ~

TO REPRODUCE:
1. Make a commandblock.
2. Make a setblock command at a random coordinate.
3. Check the coordinate.
