Feels like being on ice - view is slow and moves in every direction

This bug / glitch happens in both survival and creative modes. I enter the game and the view (1st person) moves normally. Usually about 15 seconds in, it starts the "on ice" feeling, but it is in every direction. You move the mouse to look up or down (or left or right...) and the movement is very fluid - too fluid. After you stop moving the mouse, the view continues in the same direction. For those of us with motion issues, this is bad ... very bad.
