Weird water look when looking right on the edge

Steps to reproduce

• This is quite hard to reproduce, but find an ocean (works best with ocean)
• Make your eye position so that it is just on the border between the ocean and air
• Look towards the horizon, the whole ocean will look as though it does not have water in it, and other smaller things will look bad too
