Using only one empty map doesn't increase minecraft.used:minecraft.map

The bug

The objective minecraft.used:minecraft.map only ticks up when using more than one empty map. Same happens with the score in the statistics menu.

This does not affect creative mode anymore, only survival and adventure.

How to reproduce

1. Create a scoreboard using /scoreboard objectives add map_used minecraft.used:minecraft.map
2. Run /scoreboard objectives setdisplay sidebar map_used
3. Give yourself only one empty map and use it (right-click)
   → Your score should increase to 1, but it doesn't
