Flint and Steel bug with snow

When trying to use Flint and Steel on the Snow slabs (Snow blocks are fine) the sound plays and light is emitted for a brief second before disappearing instantly. The fire animation/block does not appear. This isn't biome specific.
This happens in Creative, Survival and Adventure mode.

I thought the Snow slab used to disappear?
