Terrain doesn't load at startup

Every time I go to load my survival map I have created on 13w36b the terrrain takes a while to load up. However it does eventually load after a few minutes or exiting and loading the map a few times. I can then proceed with my game.

What I see when it loads is anywhere from 50 to 150 blocks radius from where I last logged off immediately. Where I should see the rest of the terrain is just blue. I can even jump of the side and float down into the caves underneath although still at this point nothing has loaded. Sometimes then it has then suddenly loaded at puts me back on the surface where I can continue my game. If it doesn't I log off and then when I log back on usually within 2-3 minutes the game will finally load up.

Obviously this is in contrast to a 1.6.2 map which will load all of the map in my render distance immediately and will allow me to carry on with my game.
