"minecraft.custom:minecraft.fly_one_cm" increases when moving through the air despite not actually flying

The Bug:

"minecraft.custom:minecraft.fly_one_cm" increases when moving through the air despite not actually flying.

Steps to Reproduce:

1. Create a scoreboard objective for tracking when you fly and set it to display on the sidebar by using the commands provided below.

   /scoreboard objectives add Flying minecraft.custom:minecraft.fly_one_cm

   /scoreboard objectives setdisplay sidebar Flying

2. Run and jump at the same time.
3. Take note as to whether or not "minecraft.custom:minecraft.fly_one_cm" increases when moving through the air despite not actually flying.

Observed Behavior:

"minecraft.custom:minecraft.fly_one_cm" increases when moving through the air despite not actually flying.

Expected Behavior:

"minecraft.custom:minecraft.fly_one_cm" would not increase when moving through the air when not actually flying.
