Ocean and Deep Ocean generating with gravel bottom

Starting with the 1.7 snapshots, the bottom of the ocean is generating as all gravel. This happens in both the ocean and deep ocean biomes.

Islands do generate with sand but the sand doesn't usually reach the ocean floor before becoming gravel.

I have checked multiple oceans for several seeds and they've all been gravel-bottomed.
