Snowing causes water drips

Water drips from snow covered blocks

Steps to reproduce:

1. Go to a high elevation, like a mountain with snow on it.
2. Find some trees with leaves and snow on top.
3. Make it snow (toggledownfall)
4. If the leaves are 1 layer (just easier to see) then you can see water drip from them.

I expected no water dripping if it's snowing at that level.
