Mob spawing in "safe zone"

While playing on my singleplayer map, I noticed that hostile mobs were spawing inside my rail tunnels. There is no light level south of 10, it is completly enclosed, yet they still spawn. I also notice as I was expanding my rail system that hostle mobs were safe during the daytime if they were standing on the tracks that I laid. I noticed this midday in a desert.
