Fortune enchantment does not affect Bookshelf loot

Steps to reproduce

Enchant an axe with fortune (preferable level III)
Place down some bookshelves and switch to survival
Break the bookshelves, keep track of each bookshelf's loot separately

The bookshelves will have the regular loot of 3 bookshelves
