Command Block local coordinates doesn't work properly when the Command Block is facing up or down

Steps to reproduce:

1. Place repeating command block
2. Write command /particle flame ^ ^ ^1 in the command block
3. Copy the command block in your inventory with data
4. Place it in any direction to see how it works

Expected Behavior:

The command block always produces particles in the direction corresponding to its facing state.

Observed Behavior:

The command block produces particles like it's facing east despite the fact that it's facing up or down
