Falling leaves flow through water as if it were air

I'm re-uploading this because my last report was considered a "suggestion". Please actually read the report this time.

When a cherry blossom tree is near a body of water and the player is underwater nearby, the falling leaves particle effect flows through the water as if it were air blocks.

This is not a suggestion but a bug report. If this is somehow not a bug, please explain why so I am not left in the dark and can avoid re-uploads in the future.
