What I expected to happen was...:
in creative mode if i select something in my inventory i should be able to move it and place it anywhere open in inventory. in survival i should be able to do the same.

What actually happened was...:
in creative any time i select something in my inventory it becomes a full stack and i cannot remove it. in survival and creative i can't move it to any open spot it just doesn't work for some of them.

Steps to Reproduce:
1. creative: select a block in inventory

survival: do the same

2. creative: try to place it anywhere, it should become a stack and be unable to place in some spots

survival: same but it won't become a stack
