Cactus flower can't be placed inside of a flower pot

The Bug:

Cactus Flowers can not be placed inside of a flower pot.

Steps to Reproduce:

1. Place down a flower pot
2. Try inserting a Cactus Flower

Observed Behavior:

Nothing happens.

Expected Behavior:

Cactus flower should be placed into the flower pot.
