Deserts generate with far less cacti

Summery:

I don't know if this is an unlucky thing or it is an actual bug, but deserts generate with few cacti.

NOTE AND EDIT: I tested the same thing on 1.21.4 and saw far more cacti. So this snapshot decreased the amount of cacti generation. (25w06a-> 2 (1 block tall) cacti /// 1.21.4-> 3 (3 blocks tall) cacti + 1 (2 blocks tall) cactus + 5 (1 block tall) cacti)

Steps To Reproduce:

1. Generate a world and go to the nearest desert (try the seed:1398813749664051616 and use /tp @s 793 147 -679) 
2. Observe the rarity of cacti.

Expected Results:

There should be more cacti.

Actual Results:

Cacti are so rare.
