Minecart with hopper stops on powered rails

Minecarts with hoppers appear to randomly stop while on a powered rail after bouncing off of a block.

I confirmed that this issue is not chunk-related by replicating the issue with all of the rails inside the same chunk.

This issue persists in both Minecraft versions 1.21.4 and preview 25w05a.

It is notable that this or a very similar issue was supposedly fixed in version 1.21.4 MCPE-185643
