Dispenser no longer shoot Ender Dragon fireballs when a Dragon Head is placed in front of them

Description:

Dispensers are expected to launch Ender Dragon fireballs when loaded with normal fireballs and activated by redstone, provided a Dragon Head is placed in front of the dispenser. However, when a Dragon Head is positioned directly in front of the dispenser's opening, the fireball launched is a regular fireball instead of an Ender Dragon fireball.

Steps to Reproduce:

1. Place a dispenser facing any direction.
2. Load the dispenser with normal fireballs.
3. Place a Dragon Head directly in front of the dispenser's opening.
4. Activate the dispenser with a redstone signal.

Expected Result:

The dispenser should launch an Ender Dragon fireball due to the presence of the Dragon Head in front.

Actual Result:

The dispenser launches a normal fireball instead when a Dragon Head is in front of it.
