Shield and eating glitch 1.21.4

whenever i hold right click my shield starts stuttering out and wont work as intended, same with eating my starts to stutter, I've played Minecraft since 1.10 on multiple different computers this is the first time I've had this issue after redownloading the game.I've tried a new mouse, increasing my ram on Minecraft, uninstall and reinstall, updated all my gpu drivers, my mouse drivers, i uninstalled java then reinstalled java, updated my pc. i have no clue what else it is.  and I've seen other people say its there mouse but it cant be for me because i swapped mouses and it still does it plus my normal mouse works perfectly fine and I've never had any issues with it in till i redownloaded Minecraft and it works fine everywhere else but Minecraft.

What I expected to happen was...:
my character to block and eat my food without stuttering which causes me to die?

What actually happened was...:
my character just glitches and cant eat or block with the shield

Steps to Reproduce:
just hold right click ? it acts up differently eat time which is why i dont understand sometimes its really bad stutters sometimes its just for a second before i eat food. 

one drive doesnt work for me but its in drop box first video is the shield glitch and second is eating glitch im holding down right click in both videos.
