Can't spawn village raid after drinking ominous bottle inside of a village.

I have a survival world on hard mode. I encountered a village that has all the necessities to qualify as a village; beds, villagers, bell, doors, job blocks etc. I drank an ominous bottle inside of that village, and after 30 seconds the raid bar did not appear. I ran this test multiple times inside the same village and no raid appeared. I tried ringing the bell to see if the pillagers appear, no luck. I attempted to run around the village to see if theres any luck, still no luck. However,  I decided to test this on a creative world, and it ended up working. So Im not sure why my survival world is any different, Please help
