Some cold biomes spawn temperate frogs, but cold farm animals

Highly reduced version of MC-279295, which was basically 3 issues in one.

The farm animals cold biome tag lists taiga variants and windswept non-savanna biomes all as cold, yet frogs are temperate in all of them except snowy taiga.

Since the biome tag defines the biome as a cold biome, it's expected that the frog would also be of the cold variant.
