Beacon beam can render over fog when outside render distance

How to reproduce:

1. Create a beacon and make sure the chunk is no longer within render distance (So that the beacon beam is behind the fog. First image attached as an example)
2. For the most prominent reproduction, make Minecraft's window wide and increase FOV to Quake Pro
3. Move the camera so the beacon beam is on the left or right edge of the window
