Beacon beam disappears and reappears when approaching it

Steps to reproduce:

1. Set your render and simulation distance to 16.
2. Make a beacon.
3. Fly around 400 to 500 blocks away from the beacon.
4. Note that you can still see the beacon beam in the fog.
5. Approach the beacon again.
6. The beacon beam disappears for a few seconds, then reappears.
