Dead entities are no longer extinguished by water

Before 25w03a, dead entities were extinguished by water. Starting from 25w03a, this no longer occurs.

How to reproduce

1. Stand near a body of water.

2. /summon minecraft:creeper ~ ~ ~ {Health:1}

3. Use a Fire Aspect sword to kill the creeper and ensure it falls into the water.

Expected result

The dead creeper in the water would be extinguished by the water.

Obseved result

The dead creeper stayed on fire even upon touching the water.
