V-Sync on linux glitched

In Ubuntu, having V-Sync on or off doesn't make a difference. I know this because i have recently changed to Ubuntu from Windows 10 (check my other bugs)

NOTE: I now have Ubuntu MATE dual-boot with Windows 10. I will make a video showing the difference.

When I made this bug I had normal Ubuntu and no Windows 10
