Many Item Frames make deafening sound when loaded

Steps to reproduce:

1. place multiple item frames in the nether, by the portal and fill them with items
2. exit the nether and wait for the game to unload the nether, or exit the world
3. go back into the nether, now every single item frame makes an "item frame fills" sound

Expected:

• Already filled item frames should not produce sound

Actual Result:

• Already filled item frames produce "item frame fills" sound when loaded
