The snow golem AI ignores hazardous biomes, leading to the snow golems causing their own demise

Snow golems ignore the danger of hot biomes, which are harmful to them, causing them to die. This issue is similar to MC-200580 and MC-161471.

Steps to reproduce:
1. Locate the border between a hot biome and a colder one
2. Spawn several snow golems in the colder biome
3. Wait a moment

What I expected to happen was:
The snow golems will steer clear of dangerous biomes to avoid harming themselves.

What actually happend was:
The snow golems will wander into the hot biome and perish.
