Items in the "#minecraft:arrows" tag are not shot as arrows from dispensers

Items in the arrow tag are able to be used like arrows from bows but not dispensers.

To Reproduce

1. Load attached datapack in a world.
2. Get dirt and a bow.
3. Enter Survival mode.
4. Use the bow.
5. Notice the dirt is used as an arrow.
6. Return to creative.
7. Get a dispenser, a button, and dirt.
8. Place the dispenser, place the button on the dispenser, and the dirt inside it.
9. Notice that the dirt is spat as an item.
