warden_spawn_tracker command is no longer usable

The bug

The command warden_spawn_tracker could be used in early 1.19 snapshots, however ended up becoming inaccessible in the full release. To my knowledge, the removal of this command was not announced anywhere, nor was an alternative given.

How to reproduce

Attempt to run the command /warden_spawn_tracker

Expected results

The command would exist.

Actual results

It no longer does.

How to fix

Make the command usable again.
