Blocks replaced by end gateway generation are still deleted

Similar to MC-227097, MC-273945, and MC-902, if an end gateway is generated after defeating the ender dragon, it may replace blocks, causing them to be deleted.

How to reproduce

1. Be in the End while the Ender Dragon is alive

2. /gamerule commandModificationBlockLimit 9999999

3. /fill 97 72 97 -97 78 -97 minecraft:netherite_block keep

4. Kill the ender dragon

Expected result

The 45 netherite blocks replaced by the end gateway would be dropped as items.

Observed result

The 45 netherite blocks replaced by the end gateway were deleted.
