Jump down from 2 blocks high place takes fall damage now.

Maybe relates to MC-167125 and MC-278518.

Steps to reproduce:

1.Build a 2 blocks high pillar.

2.Jump off from it.

Observed result:

You will take fall damage.(25w02a)

Expected result:

You won't take fall damage.(1.21.4)
