Blocks that can't be adjacent to cactus are inconsistent

Cactus cannot be placed next to several blocks, despite these blocks not touching the edge of their block, and being identical or extremely similar to blocks that can be adjacent to cactus.

I recommend making everything in the right column able to be adjacent (in some cases potentially dependent on orientation) except for other cactus, but removing that ability from Scaffolding and Chorus Flowers. I can however understand the almost full blocks being treated as full, but in that case, Chorus Stalks should not be an exception.
