Leaf Litter cannot be placed on most blocks

Leaf Litter cannot be placed on most blocks, as stone or sand, but a pile of dead leaves doesn't need soil to grow.

What I expected to happen was...:
The Leaf Litter to be placed over every full-sized block.

What actually happened was...:
I couldn't as if the Leaf Litter was a flower.

Steps to Reproduce:
1. Right click a block (it doesn't work with grass blocks or similar, so use stone, wood, etc.) with the Leaf Litter selected on your hotbar.
2. Notice that it doesn't place the block.
