Mobs ridden by a splash potion collide with it when knocked back

How to Reproduce

1. Spawn a zombie using this command:

   /summon zombie ~2 ~1 ~ {Passengers:[{id:"minecraft:potion",Item:{id:"minecraft:splash_potion",count:1,components:{"minecraft:potion_contents":{custom_effects:[{id:"minecraft:glowing",amplifier:1,duration:200}]}}}}]}
   

2. Attack it

Expected Behaviour

The splash potion should never collide as in like 1.19.4

Observed Behaviour

It broke when you hit the zombie
